Ideally, they won't turn hostile, but if they do, you need to wait another 3 days.ĭo the first stage of the quest and return. Run into the office, spam the Use key to talk to Eddie. This is where you really need to make a save. Put the clothes back on, go to Eddie's office and stand outside the door. Go somewhere far enough (Goodspring is a good idea), wait 3 in-game days, then go back. Put the faction clothes back on, exit the building, then the prison facility, remove the faction clothes. They can turn hostile as long as Eddie doesn't come out and yell something at you (it seems to lock him into being permanently hostile). Stealth-kill everyone in there outside Eddie's office. Go to the administration building (you cannot go to the cell blocks, it will blow your cover completely).
Put on the powder ganger clothes, loot his body for the key. Don't equip it yet, but stealth-kill the guy guarding the door. It can be done, but it is finnicky, needs a lot of reloading, and very precise movement.
